The Current State of Compliance in Sudan Regarding Anti-Money Laundering and Counter-Terrorism Financing

This paper examines Sudan’s status as of June 2025 in terms of its compliance with anti-money laundering (AML) and counter-terrorism financing (CTF) standards.

Although Sudan is not currently listed on the FATF grey or black lists, the ongoing war since 2023 has weakened financial oversight and regulatory mechanisms.

Key reforms have included the 2014 AML law and the establishment of the Financial Intelligence Unit (FIU), which contributed to Sudan’s removal from the grey list in 2015.

Current challenges include the fact that over 80% of transactions occur in the informal sector, and the FIU is largely non-functional across most institutions.

The paper recommends updating legislation, reactivating the FIU, and creating a database for gold, money exchangers, and large cash transactions.

It also stresses the importance of international cooperation and risk-based supervision to ensure financial system stability and prevent Sudan’s future re-listing.
