The Gezira Scheme: Funding Estimates and Methodology for Integrated Rehabilitation and Development

This paper presents an assessment of the financial requirements for rehabilitating and developing the Gezira Scheme — the largest irrigated agricultural project in Sudan.
The estimate includes the rehabilitation of irrigation and drainage networks at a cost ranging between $1.5 to $2.5 billion to secure the backbone of agricultural production.

It also involves restructuring management and improving governance, with an estimated cost of $150 to $300 million to enhance efficiency and transparency.

Financing for agricultural operations and input supplies is estimated at $400 to $700 million annually to support ongoing production activities.

The cost of productive and service infrastructure ranges from $800 million to $1.5 billion, in addition to investments in social services and environmental sustainability.

These estimates are based on comparisons with regional and international projects and a methodology that considers factors such as climate change, price volatility, and shortages of skilled labor.
